Our work begins before there is a project to write about. Below is what each stage actually produces — not a description of effort, but of artefacts you can hold.

Service 01

Concept Origination

The hardest part of an international application is not the writing — it is having a project worth writing about. We build the concept from the ground up: what remains unsolved, why existing approaches fall short, what each partner uniquely contributes, and how the result reaches market within two years of project end. Weak claims are discarded early.

Service 02

Consortium Architecture

A consortium is not a list of companies from the right countries. Each partner must bring a capability the others lack, verified against what the company actually builds and sells. We approach candidates, draw role boundaries so no two claim the same scope, and structure the whole to satisfy programme rules on SME leadership, budget and country balance.

Service 03

Proposal & Submission

Every authority applies different rates, ceilings, overhead rules and subcontracting caps, and they change between calls. We check each partner's position with its own authority, build the budget from that, draft the excellence, impact and implementation chapters, and manage submission through the relevant portal, whether Eureka's system or the EU Funding & Tenders Portal.

Service 04

Post-Award Technical Execution

Winning is the beginning. Once approved, we act as an international technical subcontractor — the role that keeps a multi-country project from fracturing along its national seams. This is integration, dependency analysis, validation and coordination, distinct from the R&D itself, which stays with the funded partners, and structured to be cleanly attributable in an audit.

Programmes We Work With

Canada's access to European collaborative R&D funding is wider than most Canadian companies realise. Two routes matter most — and they suit very different projects.

Route 01 Horizon Europe — Pillar 2

Canada has been an associated country to Pillar 2 since July 2024. Canadian organisations participate on the same terms as EU member states and are funded directly by the European Commission — they can both join and lead consortia.

How participation works
  • Scale — roughly €51.5 billion across the programme
  • Consortium rule — minimum three partners; at least one from an EU member state and two more from different member or associated countries
  • Cycle — 2026–27 Work Programmes published; calls open through August 2027, typically open around three months
  • Best for — larger, research-intensive consortia addressing a defined societal or industrial challenge

Route 02 Eureka — all four instruments

Canada is a full Eureka member. Canadian SMEs access every Eureka instrument through NRC IRAP, which funds the Canadian share while each partner claims from its own national authority. Best suited to market-facing product development with a clear route to commercialisation.

Eurostars
  • SME-led international R&D
  • Consortium must be coordinated by an SME and span at least two Eureka countries
Network Projects
  • Bottom-up, any technology sector, no thematic restriction
  • Bilateral and multilateral calls run continuously
Globalstars
  • Targeted calls opening Eureka collaboration to non-member countries
  • Recent partner countries include Japan, Singapore and South Korea
Clusters
  • Industry-led thematic communities
  • ITEA, Xecs, SMART, CELTIC-NEXT and Eurogia2030
Canadian eligibility
  • For-profit SME with 500 or fewer full-time employees
  • Registered NRC IRAP client
  • Registration and an Expression of Interest precede the full proposal

Every partner claims from its own national authority, and rates, ceilings and eligibility conditions differ by country and shift between calls. We verify each partner's position against the live call before any budget is built.
